School Finance Elections, EDL 900

Instructors: Ted Blaesing & Bob Noyed

Topic: Administrative/Leadership
Audience: Pre K-12

This course guides learners through the multifaceted, laborious, and oftentimes tempestuous nature of public relations in school elections, exploring the development and implementation of a campaign strategy, the disconnect between revenue and expenditures, laws that govern school finance elections, communicating with an audience, and how to react to criticism and opposition effectively throughout a campaign.

One-credit course expectations:

The learner's participation for one credit will be verified by:

  1. Completing the two categories of written assignments.
    1. At the end of each layer the learner will submit a few well written but concise remarks to address the layer's content.
    2. A one page summary reflection that is written upon completion of all of the modules incorporated in the selected UND course. End of Course Reflective Statement Requirements are provided. The final reflection must be sent as an attachment to the instructor of record at und@whitewaterlearning.org.
  2. Checking the time stamp in the module indicating the amount of time the student spent studying the contents of the module.

Two-credit course expectations:

  1. The learner must complete one or more Authentic Practice Sets completing a minimum of 15 hours of additional work, beyond the requirements for the first credit, for a total of at least 30 hours for two credits.
    1. The additional 15 additional hours is focused on preparation of a portfolio exhibit that documents the design, implementation, and appraisal of an Authentic Practice Set applied to the content of the course.

About Your Instructors

Ted Blaesing Ted Blaesing

For nineteen years Dr. Ted Blaesing served as a superintendent of schools: four years in Beloit, Wisconsin and fifteen in White Bear Lake, Minnesota. Prior to these positions, he served as an associate superintendent, principal, and teacher in the state of Iowa. He has led over 20 school finance elections and has presented on the topic of school finance elections at numerous state and national conferences. Blaesing has completed a number of studies for colleges and school districts in Minnesota and Iowa. Education officials, including school administrators, leaders within higher education, association executives, and state department officials recognize him as a leader of leaders.


Bob Noyed Bob Noyed

Bob Noyed is the Executive Director of Communication & Community Relations for Eden Prairie Schools. Prior to this position, he served as Communication Director in Robinsdale, Wayzata, and Elk River Public Schools, as well as a private consultant specializing in communication strategies for school finance elections. He has nearly 30 years of experience in communications and has worked on well over 50 campaigns.
